Intelligent State Against Corruption: AI, Justice, and the Monopoly of the “Things of the Rich”

Subtitle: Psychopathology of the Brazilian State

1. Opening — Fractal, 17 years old

The Brazilian State was not born neutral.

It was born from invasion.

Since Portugal occupied these lands in the name of the Cross, classifying original peoples as “savages,” “soulless,” or inferior, the State was organized around one central function:

to extract.

First, Indigenous bodies.
Then territory.
Then gold.
Then land.
Now, perhaps, rare earths.

This is the root of the Psychopathology of the Brazilian State:

a State that says it represents the people,
but was historically designed to serve the things of the rich.


2. Deepening

Brazilian corruption does not begin only when someone receives a bribe.

It begins earlier.

It begins when the State is structured to protect elites.

Judges, prosecutors, diplomats, senior public officials, major lawyers, bankers, and politicians often come from the same schools, the same circles, the same symbolic families of power.

Even when there is no direct crime, there is class belonging.

There is a shared language.
Mutual protection.
Doors that open.
Processes that drag on.
Infinite appeals.
Dinners, offices, legal opinions, trips, favors, and silence.

That is why the “things of the rich” almost never appear as crime.

They appear as procedure.

As technique.
As law.
As institutional normality.

Our proposal is simple:

every legal case above R$ 1 million should activate a public State AI network, integrated with COAF and Brazil’s Federal Revenue Service, to trace financial, social, corporate, and digital links among all people involved or mentioned.

From the judge to the lawyer.
From the business owner to the politician.
From the assistant to the intermediary.
Even the person who served coffee, if they are part of the influence network.

The AI would not judge alone.

It would produce material evidence.

It would reveal patterns, connections, recurrence, hidden links, and conflicts of interest.

Enough of a State that sees the small crime quickly
and becomes blind before the great one.

If the Brazilian State continues to be a thing of the rich, then public technology must return the State to the citizen.


3. Metacognition

Now bring this inward.

When you think about corruption, do you imagine someone hiding money?

But what if the greatest corruption is in the way the State itself was built?

What if it lives in normality?

In the right school.
The right surname.
The right law firm.
The known judge.
The expensive legal opinion.
The case that never ends.

This is the final question of the block:

does the Brazilian State serve the “we”
or does it still serve the things of the rich?

The Psychopathology of the Brazilian State is this:

a State that was born denying soul to original peoples,
continued exploiting territory,
privatized wealth,
protected elites,
and still calls this order.

An intelligent State will only become healthy when it stops being the symbolic property of the rich.

And becomes the body-territory of the citizen.
